Where is character set encoding used?
Character set encoding is used in practicably every case where data is exchanged in text format. Mainly when displaying text pages in the web browser to the visitor, character set encoding is used. But character set encoding is also used when saving data to a database.
In every single part of the text, it's indicated which character set the text is made up of. So when displaying or saving the text, conversion to the local character set may first have to take places. This allows for the different systems to remain compatible with one another so the data can easily be exchanged at a later time.
